Girls Academy model to copy men's system in term of transfer fee

I was told the FA is looking at installing the same fee system in girls football than in the boys academy system.
Considering what a mess it is in boys football, why does the FA want to copy the model and import it to girls's football  http://www.telegraph.co.uk/football/2016/12/21/youth-players-left-scrapheap-thanks-exorbitant-compensation/

Seems a bit over the top - can't see it happening except maybe with the likes of your Man Citys who might have money for the odd exceptional talent - maybe they should give grassroots clubs money for every player they lose to an rtc - as perhaps should the boys academies.
